Certified pilots as well as airframe and powerplant mechanics are required to upgrade to a new "plastic" certificate or lose their privileges. For pilots the deadline is March 31, 2010 (FAR 61.19). For A&P mechanics the deadline is march 31, 2013 (FAR 65.15). The regulation went into effect on March 31 last year with little fanfare, leaving most pilots and mechanics in the dark. Application can be made at the FAA’s registry web site for a small fee.
